Abstract

En esta segunda parte del artículo, el autor nos continúa explicando sobre los documentos comerciales más utilizados en México, es decir, determinando quién debe realizar los trámites aduaneros en la exportación y a quién le corresponde realizar los de importación; en donde dentro del documento que se refiere al origen de las mercancías, se habla de la contratación de transporte en los Incoterms, describiendo de cada ncoterm el tipo de contratación que le corresponde, esto de acuerdo con las 11 reglas que se tienen para este 2020. En este artículo, el Doctor Ignacio nos habla sobre los aranceles que son las medidas impuestas en la frontera, nos dice que representan la primera restricción que inhiben a las importaciones, así como también nos explica en el apartado de Cumplimiento de la normatividad aduanera, qué son las medidas no Arancelarias y cómo se definen en la Clasificación Internacional de Medidas No Arancelarias de la Conferencia de las Naciones Unidas sobre Comercio y Desarrollo (UNCTAD). Finalmente se exponen las diferencias entre los Incoterms 2010 e Incoterms 2020, haciendo mención de los cambios más importantes que se integraron en esta nueva propuesta que se hizo con el propósito de apoyar a las operaciones comerciales internacionales. / ABSTRAC In this second part of the article, the author continues explaining about the most used commercial documents in Mexico, that is, determining who must carry out the customs procedures in export and who is responsible for importing; where within the document that refers to the origin of the goods, there is talk of contracting transport in the Incoterms, describing for each ncoterm the type of contract that corresponds to it, this in accordance with the 11 rules for this 2020. In this article, Doctor Ignacio tells us about the tariffs that are the measures imposed at the border, he tells us that They represent the first restriction that inhibits imports, just as he also explains to us in the section on Compliance with customs regulations, what are the measures not Tariffs and how they are defined in the International Classification of Non-Tariff Measures of the United Nations Conference on Trade and Development (UNCTAD). Finally, the differences between Incoterms 2010 and Incoterms 2020 are exposed, mentioning the most important changes that were integrated into this new proposal that was made with the purpose of supporting international commercial operations.
