Gobernanza y manejo de las costas y mares ante la incertidumbre: una guía para tomadores de decisiones

Abstract

Las zonas costeras son regiones donde la litósfera, la atmósfera y la hidrósfera se manifiestan e interactúan en diferentes escalas espaciales y temporales, muchas veces con un carácter no lineal y hasta caótico. Las zonas costeras de México, presentan una extensa y variada diversidad biológica tanto terrestre como marina al igual que una gama de recursos renovables y no renovables, debido a la ubicación del país, a su variedad de climas, a su extensión territorial y a la configuración morfológica de sus costas, entre otros factores. Adicionalmente, las poblaciones costeras, y las actividades que se desarrollan en ellas tienen impactos bidireccionales complejos con múltiples interacciones. En este capítulo se estudiará la gobernanza de las zonas costeras considerando las dimensiones: ambiental, económica, social e institucional o política, a partir de una aproximación basada en el concepto de sistema, específicamente de sistemas complejos. Se analizarán las diferentes características e interacciones presentes entre los diferentes subsistemas y se propondrán esquemas de actuación que contemplen la fragilidad del sistema bajo análisis y la complejidad en la definición de las fronteras de actuación de los subsistemas y sus interacciones.

ABSTRACT. Coastal zones are regions where the lithosphere, atmosphere and hydrosphere manifest and interact on different spatial and temporal scales, often with a non-linear and even chaotic character. The coastal areas of Mexico present an extensive and varied biological diversity, both terrestrial and marine, as well as a range of renewable and non-renewable resources, due to the location of the country, its variety of climates, its territorial extension and its morphological configuration. of its costs, among other factors. Additionally, coastal populations and the activities that take place in them have complex bidirectional impacts with multiple interactions. This chapter will study the governance of coastal zones considering the dimensions: environmental, economic, social and institutional or political, from an approach based on the concept of system, specifically of complex systems. The different characteristics and interactions present between the different subsystems will be analyzed and action schemes will be proposed that contemplate the fragility of the system under analysis and the complexity in defining the limits of action of the subsystems and their interactions.
