Armed actors in the colombian conflict: State vs Armed Groups

Abstract

In 2016, the agreement for the cessation of the conflict and the establishment of a sustainable and long-lasting peace was reached between the Colombian National Government and the Revolutionary Armed Forces of Colombia – People’s Army (FARC), one of the largest insurgent groups in the country, after more than fifty years of conflict. Based on the above, the chapter presents an overview of the characteristics of these two actors: it analyzes the role of the State and the FARC as the main actors in the conflict, without ignoring the fact that other protagonists emerged in this prolonged war. First, the chapter addresses the different definitions and conceptual contributions of the state, where the state is recognized as having the legitimate monopoly of violence and force. This is emphasized in the discussions of classical authors and specialists on the subject, where the state is identified as one of the main actors in the Colombian conflict. It is evident that marginalization and exclusion have determined elements in the development and prolongation of the conflict. In addition, this chapter presents an analysis of the meaning of insurgency, discussing concepts from different lenses, which allows for a general mention of the main movements in Latin America. Colombia, in particular, witnessed the emergence of social movements with defined political traits and ideology, armed groups inspired by the socialist narrative and based on the internal and limiting narratives of the country’s own political system, as detailed in the text. Lastly, the chapter provides a synthesis of the conflict in Colombia, where socio-political and economic uncertainties form important elements to further study the inefficiency of the government and institutions. RESUMEN En 2016 se alcanzó el acuerdo para el cese del conflicto y el establecimiento de una paz sostenible y duradera entre el Gobierno Nacional de Colombia y las Fuerzas Armadas Revolucionarias de Colombia – Ejército del Pueblo (FARC), uno de los mayores grupos insurgentes de Colombia. el país, después de más de cincuenta años de conflicto. Con base en lo anterior, el capítulo presenta un panorama de las características de estos dos actores: analiza el papel del Estado y las FARC como actores principales del conflicto, sin desconocer que en esta prolongada guerra surgieron otros protagonistas. En primer lugar, el capítulo aborda las diferentes definiciones y aportes conceptuales del Estado, donde se reconoce al Estado como el monopolio legítimo de la violencia y la fuerza. Esto se enfatiza en las discusiones de autores clásicos y especialistas en el tema, donde se identifica al Estado como uno de los principales actores del conflicto colombiano. Es evidente que la marginación y la exclusión han sido elementos determinantes en el desarrollo y prolongación del conflicto. Además, este capítulo presenta un análisis del significado de insurgencia, discutiendo conceptos desde diferentes lentes, lo que permite hacer una mención general de los principales movimientos en América Latina. Colombia, en particular, fue testigo del surgimiento de movimientos sociales con rasgos políticos e ideología definidos, grupos armados inspirados en la narrativa socialista y basados ​​en las narrativas internas y limitantes del propio sistema político del país, como se detalla en el texto. Por último, el capítulo ofrece una síntesis del conflicto en Colombia, donde las incertidumbres sociopolíticas y económicas forman elementos importantes para profundizar en el estudio de la ineficiencia del gobierno y las instituciones.
